The two imposing Pennsylvania Railroad steam locomotives shown here in Once Mighty were portrayed at a time when they were undergoing restoration at the Railroad Museum of Pennsylvania in Strasburg.  The painting’s title has a dual reference, in that not only were the locomotives "once mighty", but so was the Pennsylvania Railroad, which was at one time the largest publicly traded corporation, having a budget larger than the US government and employing a workforce of 250,000 people.
